According to TheLifeFiles,

For months photographer Mario Epanya has been creating fictional Vogue Africamagazine covers in a campaign to get publisher Conde Nast to license an actual magazine. Unfortunately Conde Nast has turned down his bid for the magazine. Its unclear how the decision came about, but here’s a look at the last Vogue Africa cover Epanya created.

I think this is pretty sad that an entire continent is not given a magazine that we view everyday… Personally I believe, it has to be a racial reason that Africa isn’t given a Vogue, because it can’t be a financial reason. I’m pretty sure Africa has it’s fashionistas.
